One key thing to consider when building Active Effects is what the rules text actually says...
- If the rules change the Rating of something or an Attribute, such as Reflex RecordersTemplate:Src or the DecryptionTemplate:Src program, you're going to be using one of the Actor modes of Apply-To. That means you'll be somewhere in
system.*. - If the rules change the dice pool or limit when doing a particular thing, you're going to want to be using one of the Test modes of Apply-To, and you'll be using
data.*(and almost alwaysdata.pool).
